About this opportunity
The City of Madison, Wisconsin, is seeking a qualified consultant to conduct a comprehensive evaluation of Madison Senior Center services through a Request for Proposals (RFP) focused on racial equity and stakeholder engagement. The primary objective is to assess the center's effectiveness in reaching diverse older adults aged 55 and older, with specific emphasis on Black, Indigenous, People of Color (BIPOC), LGBTQ+, and low-income populations. Key deliverables include a comprehensive evaluation report, an asset map of available services for older adults in Madison, and strategies for implementing a more inclusive service delivery model. The project requires conducting a community engagement campaign to analyze geographic distribution of target populations, identify unmet needs, evaluate participation barriers, and research best practices from other communities. Proposals were due by December 13, 2021, at 2:00 PM CST, with submission requirements including separate technical and cost proposals electronically submitted to bids@cityofmadison.com. Evaluation criteria include qualifications (15%), project team (15%), project approach (25%), references (10%), local vendor status (5%), and cost proposal (30%), with local vendors receiving a 5 percent scoring preference. Applicant presentations were scheduled for December 17, 2021, with contractor selection expected by December 21, 2021.
The contract has a fixed budget of $50,000, with all pricing to be quoted as fixed, all-inclusive fees covering labor, travel, communication, reproduction, and other project expenses. Contractors must comply with the City's Standard Terms and Conditions, including affirmative action requirements for companies employing 15 or more employees with aggregate annual business with the City of $50,000 or more. Required insurance includes Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($1,000,000 combined single limit), Workers' Compensation as required by Wisconsin statute, and Professional Liability ($1,000,000 with six-year tail coverage after project completion). The project deadline is set for September 30, 2022, or earlier, with an initial orientation meeting and quarterly interim check-ins. The City has existing geographic data available, including American Community Survey data on the population age 60+ by race, ethnicity, and income, but lacks combined demographic factors and specific LGBTQ+ identification data by age group. Previous evaluations, including a 2021 racial equity analysis, will be made available to the selected contractor for review, and the contract will be awarded to the most advantageous and responsive bidder.
