About this file

This is Addendum 1 to a Request for Proposal issued by the City of Madison, Wisconsin, Finance Department, Purchasing Services, for the evaluation of Madison Senior Center services and stakeholder engagement. The project requires contractors to conduct a comprehensive evaluation including racial equity analysis, stakeholder engagement, and assessment of service accessibility for senior BIPOC, LGBTQ+, and low-income populations. The scope of work prioritizes items 1 through 4 and item 6, while deliverables prioritize items 1 through 5 and item 7, with a comprehensive summary report required as the primary deliverable along with a presentation or meeting to discuss conclusions. The project deadline is September 30, 2022, or earlier, with an initial orientation meeting followed by at least quarterly interim check-ins and a final presentation. On-site interviews were scheduled for December 17, 2021, with the option for virtual participation available to all bidders.

The contract budget is firm at $50,000. The City of Madison has existing geographic data available including American Community Survey data on the population age 60+ by race and ethnicity, and income data for individuals age 60+, but lacks combined demographic factors and specific LGBTQ+ identification data by age group. Contractors are not permitted to propose contract term changes with their proposals; any negotiations will occur after award. Previous evaluations completed by Madison Senior Center, including a 2021 racial equity analysis, will be made available to the selected contractor for review.

RE: ADDENDUM 1

Evaluation of Madison Senior Center Services & Stakeholder Engagement

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1 Has the Madison Senior Center completed any previous evaluations? Could those results be made available to the organization awarded this contract?

Answer Madison Senior Center completed a small-scale racial equity analysis in 2021 and the results will be available to the organization awarded this contract. Program evaluations are done periodically and will also be available for review.

Question 2 Would participating in an online/virtual presentation on December 17th reduce the likelihood of a contractor being selected to complete this work?

Answer No.

Question 3 Do you have a preferred date for completion of this work?

Answer Ideally, project completion would be no later than 9/30/2022.

Question 4 Besides the comprehensive summary report with the contents listed on page 9 of the RFP, are you expecting additional products at the conclusion of the project? (e.g., data summary, presentation, summary brief, marketing document)

Answer A presentation or meeting to discuss the process conclusions is expected. The description of the comprehensive report listed on page 9 of the RFP indicates that the report will include a detailed description of the evaluation findings, and in particular, the information listed in items #1 - #8. Strong proposals will include how the organization intends to present this information through its description of their detailed timeline and work products.

Question 5 Is the $50,000 amount firm?

Answer Yes.

Question 6 If invited to present our proposal on December 17th, could we opt to provide our presentation virtually rather than in-person?

Answer Yes.

Question 7 May we submit requested changes to the contract with our proposal for your consideration? Or is there another preferred way to negotiate contract terms?

Answer Not at this time. Any contract negotiations will happen once the RFP has been awarded.

Question 7 Does the City have access to existing geographic data about Madison’s senior BIPOC, LGBTQ+ and low-income populations? Or is this data that you hope the consultant will gather/construct?

Answer We have data on the Madison population age 60+ from ACS by race/ethnicity, but not for age 55+. We also have data on income for individuals age 60+. We do not have data combining the two or more factors (so for example residents over 60, who identify as Black and have an income at a certain level). We also do not have data on number of Madison residents who identify as LGBTQ+. To date, the closest we come on the LGBTQ+ data is percentage of WI residents who identify as LGBTQ+ (but not a breakdown of percentage of WI residents age 60+ who identify as LGBTQ+).

Question 8 When do you hope the project is concluded? Are there any interim deadlines we should have in mind?

Answer Ideally, project completion would be 9/30/2022, or earlier. In addition to an initial orientation meeting, interim check-ins should occur at least quarterly, and a final meeting or presentation should take place at the conclusion of the project.

Question 9 Among the scope of work activities and the deliverables, are any higher priorities than others to complete within the available budget and timeframe?

Answer Priority items in the Scope of Work are items #1, 2, 3, 4, and 6. Priority items in the Deliverables are #1, 2, 3, 4, 5, and 7.
