About this opportunity

The State of California's Enterprise Technology Services Division (ETSD) has issued a Request for Quotation (RFQ-ITS_25-4-003-1) for comprehensive IT surplus services across multiple California jurisdictions, including Los Angeles County, San Mateo County, San Mateo City, Sonoma State University CDP, and University of California-Santa Barbara CDP. The procurement seeks a qualified vendor to provide computer and electronic recycling services encompassing regular pickup of surplus IT equipment, secure storage, data sanitization and destruction, asset tag removal, chain-of-custody documentation, monthly inventory reporting, and final equipment disposition. Bidders must demonstrate a minimum of three years' experience in IT computer recycling services, provide staff resumes showing at least two years' IT equipment experience, and submit three to five customer references from similar services performed within the past five years. The evaluation criteria include administrative requirements (pass/fail), technical qualifications (50 points for in-depth experience and capabilities), and cost (50 points), with pricing evaluated using a unit measure for each line item in the cost worksheet. Responses must be submitted electronically to IT.Purchasing@conservation.ca.gov by November 20, 2025, at 5:00 PM PST, with an anticipated contract award date of December 11, 2025.

The contract is available to all qualified bidders with no specific set-aside designations for disadvantaged enterprises. Bidders must provide certificates of insurance meeting specified liability requirements, including $1,000,000 commercial general liability and $2,000,000 umbrella coverage, and comply with data sanitization standards such as DoD 5220.22-M, NIST SP 800-88 Rev.2, and California State Administrative Manual requirements. The current budget allocation is $50,000, with a maximum agreement amount not to exceed $100,000 and a maximum contract duration of five years. The contract period is three years from the award date, with an option for the State to extend for up to two additional years at rates specified in the cost worksheet. All work must commence within fifteen business days of contract award, and no performance may begin prior to execution of the Standard Agreement. The contract is subject to budget contingency provisions, with funding appropriated through the current State fiscal year allocation.
