About this opportunity

The City of El Paso (or applicable water authority) is seeking bids for electrical improvements at the Esperanza Water Works facility north of I-10 in Fort Hancock, Texas, with bids due October 14, 2026.

The scope includes installation of new El Paso Electric Service to the Reverse Osmosis (R.O.) Site and Well Site, comprising new electrical service connections, metering disconnects, transfer switches, generators, control panels, docking stations to serve existing and new HVAC equipment, and low-voltage wiring through duct bank systems with pullboxes. Work extends to an above-ground storage tank near the Well Site to supply lighting and instrumentation power. The project also requires new equipment foundations, concrete slabs, and structural supports per drawings and specifications. Cable testing, trenching, and backfill are included.

Critical operational constraint: both existing sites must remain operational throughout construction using existing temporary generators until new service infrastructure is installed, tested, commissioned, and switched over. This requirement mandates careful sequencing and coordination to prevent service interruption.

The specifications document (CSP52-26 - Front ends and Specs.pdf, 19 MB) contains detailed technical and construction requirements. No estimated contract value, contract term, incumbent contractor, evaluation criteria weighting, pre-bid meeting, site-visit date, or questions deadline is identified in the posted materials.
