About this opportunity

The Georgia World Congress Center Authority is requesting competitive sealed proposals for escalator restorative cleaning services across 71 escalator units at its three-building campus facility, with proposals due February 24, 2022 at 10:00 a.m. A strict communication restriction prohibits interested firms from contacting Authority staff or officials regarding this solicitation except through formal question submission; finalists and apparent awardees are further restricted from issuing public statements or press releases regarding selection, with violations subject to submittal rejection.

The scope encompasses full restorative surface cleaning of all 71 escalators—removing dirt, grime, oil, dust, debris, and stains from treads, risers, floor landing plates, and handrails. Cleaning is limited to visible surfaces and explicitly excludes step removal, truss cleaning, chain adjustment and lubrication, and pressure washing of internal components. Escalators range in rise height from 13 to 33 feet, with widths classified as standard (40 inches) or single (24 inches). The contractor must supply all labor, materials, cleaners, rags, and equipment; the Authority will provide power, hot and cold water access, and keys for escalator operation. Work must be completed by June 30, 2022, with weekly invoicing for completed and accepted work. The Authority intends to award to a single contractor but reserves the right to make a split award.

All pricing must be submitted per-unit basis, with separate pricing if costs vary by width or length. Proposers must identify tools, machines, and chemicals for Authority approval.

Evaluation emphasizes technical merit (70% weight) including demonstrated experience, key personnel qualifications, financial stability, and references; cost carries 30% weight. Georgia resident proposers receive reciprocal preference as permitted by state law. The Authority encourages participation from small businesses, female-owned businesses, and minority-owned businesses, with potential Georgia state income tax credits available for qualified minority subcontractor payments.

A pre-proposal conference and site visit is scheduled for February 15, 2022 at 10:00 a.m. at the Georgia World Congress Center; maximum two representatives per firm. Written questions are due February 17, 2022 at 2:00 p.m. Addendum One (issued February 17) and Addendum Two (issued February 18) clarify scope boundaries and escalator specifications; acknowledgement of both addenda must be received prior to proposal due date or attached to submission.
