About this opportunity
The Georgia World Congress Center Authority is requesting quotations for escalator modernization at the Georgia World Congress Center in Atlanta, with proposals due June 27, 2023, and a mandatory site visit and proposal conference on June 13, 2023. A strict communication restriction prohibits all bidders from communicating with Authority staff, GWCC officials, or consultants regarding the solicitation except through formal question submission; violations result in submittal rejection.
The scope covers complete modernization of two in-truss escalators (48 inches wide, 40-inch step, 15-foot-10-inch rise, 100 feet per minute operation) including engineering, labor, materials, transportation, equipment, 12-month warranty preventive maintenance commencing at the end of the second escalator's completion, and continuing preventive maintenance thereafter. The specifications include detailed requirements for balustrade glass, step chains, barricade and carpet cladding configurations, and controller port installation for future monitoring system integration. Working hours are 7 a.m. to 5 p.m. during both event and non-event days, with night work available as needed; loud work should be scheduled on non-event days or at night where possible due to frequent evening events in the adjacent Thomas Murphy Ballroom.
Evaluation criteria are cost of required work, interim maintenance costs, warranty maintenance costs, completion schedule, successful completion of similar projects, and maintenance capability in the project location. The payment structure is 25 percent downpayment upon award, 35 percent upon material delivery, 30 percent as progress payment, and 10 percent retainage upon completion and owner satisfaction. Quotations must be firm pricing with no escalation if awarded within 180 days of the due date and remain open for acceptance for 180 days. Questions are due June 15, 2023, at 2 p.m. Addendum One, issued June 16, 2023, modified original specifications and clarified noise thresholds, scheduling, and truss isolation requirements. Kone was selected as Apparent Awardee.
