About this opportunity
Escalante City is requesting statements of qualifications for professional engineering services for Escalante City Park Improvements, with SOQs due October 30, 2026 at 5:00 p.m. and a selection decision anticipated November 3, 2026. The engineer of record must hold a professional engineering license in the State of Utah.
The scope encompasses funding procurement, planning, design, and construction engineering services for a community park redevelopment project. Deliverables include design of playground equipment, pavilion with tables and benches, restrooms, bike pump track, dog park, walking trails, and low-water landscaping; site improvements (grading, drainage, utilities); surveying; construction engineering and management; concept planning; phasing studies; and cost estimates. Asbestos remediation and removal of an existing building are handled separately and do not fall within this RFQ.
Escalante City intends to pursue phased construction funding from multiple sources: Community Development Block Grant (CDBG) funds, the Utah Community Parks and Recreation (CPR) grant, the Utah Outdoor Recreation Grant (UORG), the Land and Water Conservation Fund (LWCF), the Recreational Trails Program (RTP), and other available programs, with a CDBG application planned for the current funding cycle. The engineer selected must demonstrate capacity to support grant-funded phasing strategies and cost estimation aligned with multiple funding sources.
Selection uses a 100-point scoring system: competence (20 points), relevant project experience (25 points), familiarity with Escalante City and the project (30 points), capacity and communication (10 points), and references (15 points). Familiarity with the locality and project carries the highest weight.
SOQs must be submitted as a single PDF file limited to five pages (excluding cover and letter of interest) via email to Stephanie Steed, City Recorder, at ssteed@escalanteutah.gov. Written questions are due October 22, 2026 at 5:00 p.m. to the same contact. Upon selection of the highest-scoring firm, Escalante City will enter into contract and fee negotiations, with the option to negotiate with subsequent qualified firms if negotiations with the top-ranked firm are unsuccessful.
