About this opportunity
The Oregon Department of Transportation (ODOT) is requesting competitive quotes for selective dead tree removal services along southbound Interstate 5 between mileposts 95.4 and 94.7 in Douglas County under RFCQ 73000-00017202, with quotes due June 29, 2026. This solicitation is restricted exclusively to firms certified as Emerging Small Businesses (ESBs) under Oregon's Certification Office for Business Inclusion and Diversity (COBID).
The scope requires cutting and removing dead or visibly dying trees and vegetation from ODOT right-of-way, with all materials removed and chipped on-site. Work may not commence before September 1, 2026 and must be completed by November 20, 2026. The contractor must perform at least 51 percent of labor using its own workforce.
Award will be made to the responsible, responsive offeror that best serves ODOT's interests based on price and other factors including experience and expertise on similar projects within the last three years. Offerors must submit the Offeror Information and Certifications Form (Attachment A, Form A-1) and pricing entries through the OregonBuys system. The contract is structured as a lump sum for mobilization and selective dead tree removal combined, with the total price to be determined upon award. Payment is monthly by the 10th following Owner's acceptance, net 30 days, with ODOT retaining up to 5 percent.
Insurance requirements include commercial general liability of $1 million per occurrence / $2 million aggregate, commercial automobile liability of $1 million combined single limit, and workers' compensation with employer's liability of at least $500,000 per accident. The apparent successful offeror must submit certificates of insurance and a W-9 form within seven calendar days of ODOT's intent-to-award notification. Offerors have seven days prior to the closing deadline to request clarifications or approvals of equivalent products. No pre-quote conference or public opening will be held.
