About this opportunity
The Oregon Department of Transportation (ODOT) is issuing a Request for Competitive Quotes (RFCQ) for the District 13 Maintenance Facility Deicer Tank Replacement Project, seeking one qualified contractor to remove four existing 10,000-gallon polyethylene deicer tanks and install five new 15,500-gallon white vertical storage tanks across three maintenance facilities located in Union and Wallowa Counties: La Grande Maintenance Station (3014 Island Ave), Elgin Maintenance Station (1800 HWY 204), and Enterprise Maintenance Station (715 Golf Course Rd). The scope of work encompasses complete removal and disposal of existing tanks, general excavation, preparation of gravel foundations, delivery, and placement of new Den Hartog Industries tanks (or approved equivalent) with specified outlet configurations including 3-inch full port male by female bolted ball valves, 22-inch manways with vents, and UV-inhibitor polyethylene construction meeting 2024 Oregon Standard Specifications for Construction. Required qualifications include State Construction Contractors Board (CCB) licensing, Public Works bond, Emerging Small Business (ESB) certification from the Certification Office for Business Inclusion and Diversity (COBID), and capacity to perform at least 51 percent of labor using the contractor's own workforce per ORS 200.170(3). Evaluation criteria include responsive bid compliance and lowest responsive quote price as the award criterion. A mandatory pre-quote conference is scheduled for April 8, 2026, at 10:00 am, commencing at the La Grande facility with attendance required for all prospective offerors; quotes must be submitted through the OregonBuys electronic procurement system by April 21, 2026, with substantial project completion required by August 15, 2026, and final completion by August 25, 2026.
This procurement is restricted exclusively to Emerging Small Business (ESB)-certified firms, representing a significant set-aside designation that limits competition to qualified disadvantaged enterprises meeting COBID certification requirements. Prospective bidders must submit bid security equal to 10 percent of the total bid amount and provide the Offeror Information and Certifications Form through OregonBuys, with the apparent successful offeror required to furnish performance and payment bonds each equal to 100 percent of the awarded contract price within seven calendar days of ODOT's intent-to-award notification. All work is subject to Oregon prevailing wage rates for BOLI Region 13 (Union and Wallowa Counties) as of January 5, 2026, as amended February 18, 2026, and contractors must comply with multiple certifications including nondiscrimination policies, prevention of sexual harassment, and false claims act provisions. Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate is required, along with Commercial Automobile Liability insurance with $1,000,000 combined single limit; retainage shall not exceed 5 percent of progress payments with interest accruing at 1.5 percent per month on final payment after 30 days of completion and acceptance. While no specific award value or budget range is disclosed in the procurement documents, the contract price is to be determined upon award based on responsive quotes submitted, with payment calculated on actual measured quantities rather than estimated amounts as specified in the technical scope.
