About this file

This document is an exhibit of technical specifications for the Oregon Department of Transportation (ODOT) District 13 deicer tank replacement project, which involves three maintenance facility locations in Union and Wallowa Counties. The project encompasses the removal of four existing 10,000-gallon poly deicer tanks and the installation of five new 15,500-gallon white vertical storage tanks manufactured by Den Hartog Industries or approved equal. Work includes general excavation, disposal of existing tanks, gravel foundation preparation, and tank placement across three locations: La Grande Maintenance Station (3014 Island Ave), Elgin Maintenance Station (1800 HWY 204), and Enterprise Maintenance Station (715 Golf Course Rd). The La Grande location will receive one additional tank, while Elgin will relocate tanks to a new marked location, and Enterprise will replace tanks in the existing location. A mandatory pre-bid meeting is required at La Grande and Elgin sites, with Enterprise attendance optional. The contractor is solely responsible for site inspection prior to bidding and shall furnish all materials, labor, and equipment necessary for project completion in accordance with 2024 Oregon Standard Specifications for Construction.

The contractor bears responsibility for underground utility locates, erosion control, environmental protection, and compliance with all local, state, and federal regulations. Payment will be based on actual measured quantities rather than estimated amounts, with ODOT retaining the right to adjust quantities as needed. The contractor must submit manufacturer specification information for tank approval prior to delivery and shall manage all excavated materials as their property in accordance with applicable regulations. Construction survey work, excavation, backfilling, and compaction are included in payment for appropriate bid items with no separate compensation. Tanks must feature a 22-inch manway with vent, two 3-inch outlets with full port bolted ball valves per tank (three outlets for La Grande), and be constructed of rotationally molded polyethylene with UV inhibitors for outdoor use, measuring 141 inches in diameter by 243-244 inches in height.

B. The general locaƟon of all known underground uƟliƟes and other property likely to be encountered in excavaƟon has been shown on the drawings where know. Data shown has been compiled from the best available sources but is to be used for informaƟonal purposes only, and its accuracy is not guaranteed.

C. General: Remove and dispose of all materials encountered to obtain required sub- grade elevaƟons. Do not carry excavaƟons deeper than necessary. All over-excavated areas shall be corrected at the Contractor's expense with crushed aggregate fill to the saƟsfacƟon of the ConstrucƟon Project Manager. Remove unacceptable or excess material from the site.

Immediately aŌer excavaƟon is completed, the ConstrucƟon Project Manager upon noƟficaƟon will make an inspecƟon to determine if tesƟng or addiƟonal excavaƟon is required. The Contractor shall provide a minimum of forty- eight hours noƟce for inspecƟon.

D. Excavate to lines and grades shown or established. The subgrade upon which the fill or structure is to be placed shall be firm, undisturbed and true to grade. NoƟfy ConstrucƟon Project Manager of unacceptable condiƟons prior to proceeding.

E. Locate excavated material in such a manner that it does not create a hazard to pedestrian or vehicular traffic, nor interfere with exisƟng drainage.

F. Known uƟliƟes and structures expected to be adjacent to or encountered in the work are shown on the drawings. It is expected that there may be discrepancies and omissions in the locaƟon of uƟliƟes and structures shown, and no responsibility is assumed by ODOT, Owner, designer, or ConstrucƟon Project Manager for their accuracy. The Contractor shall be responsible for the actual locaƟng and protecƟng of exisƟng uƟliƟes.

00016284 Att B - Exhibit 5 Specifications 5/8

G. The surface of the excavaƟon shall be restored to original condiƟon. All grading, subgrade preparaƟon, and surfacing shall be installed accurately to the saƟsfacƟon of the ConstrucƟon Project Manager. Where the excavaƟon is made in a paved surface, it shall be cut with a saw on the edge of the excavaƟon to provide a verƟcal joint.

H. If exisƟng pavement areas that will be leŌ in place are damaged due to hauling or to any other acƟvity of the Contractor, they shall be replaced at the Contractor's expense as directed by the ConstrucƟon Project Manager.

I. Spillage of excavaƟon materials on paved areas shall be immediately cleaned up by the Contractor. If required by the ConstrucƟon Project Manager, cleanup shall include brooming and flushing with water.

J. Contractor is responsible for design and installaƟon for all required shoring necessary to complete excavaƟons.

3.02 UNEXPECTED HAZARDOUS WASTE CONTAMINATION

A. If unanƟcipated hazardous substances are discovered during construcƟon, that threaten the health and safety of workers, the public, or the environment, do the following. Immediately remove all affected employees and secure the area to prevent access and noƟfy the ConstrucƟon Project Manager immediately and provide wriƩen noƟficaƟon within 24 hours, seƫng forth a descripƟon of the incident.

B. The ConstrucƟon Project Manager will aƩempt to resolve the unanƟcipated situaƟon expediƟously. Delays to work due to the discovery of unexpected contaminaƟon will be considered for exclusion from contract Ɵme.

3.03 BACKFILL

A. Backfill sequenƟally as work progresses to prevent contaminaƟon of imported materials.

B. Do not place backfill unƟl all underground/underslab uƟliƟes are in place and approved by the ConstrucƟon Project Manager or building officials, as required.

C. Compact in layers as filled to the density required on drawings, but not less than 95% relaƟve maximum density according to ASTM D698, at opƟmum moisture using approved vibraƟng mechanical compacƟng equipment.

D. Place in maximum 8" thick loose layers. Compact to required density before placing subsequent layer.

E. ODOT will pay for compacƟon tesƟng for building base and where deemed necessary by ConstrucƟon Project Manager. Contractor shall coordinate with ODOT to provide test samples of proposed material so that tesƟng can be completed in a Ɵmely manner.
