About this opportunity

The Oregon Department of Transportation (ODOT) is procuring a crack sealing project for District 14, specifically designated as ESB - 5107 Crack Seal 2024, located in Marion County. The procurement is a Request for Competitive Quotes (RFCQ) for pavement maintenance services that require supplying all labor, materials, and equipment to repair and reseal cracks in pavements according to the 2024 Oregon Standard Specifications for Construction. Key deliverables include crack sealing at multiple locations, including East Idaho Ave., an office parking lot, OR201N (MP 24.5-MP 25.5), and I84 (MP 353-MP 336). The project requires contractors to follow manufacturer recommendations for application, with ODOT providing the crack sealing material. The bid closing date is April 25, 2024, at 10:00 AM, with a contract performance period extending until October 31, 2024. Evaluation criteria include responsiveness, past performance record, and lowest bid price. Contractors are expected to inspect sites prior to bidding and carry out work according to the specified contract schedule.

This procurement is exclusively a set-aside contract for Emerging Small Businesses (ESB) certified by the State of Oregon. To be eligible, contractors must be licensed with the State of Oregon Construction Contractors Board (CCB) and meet specific ESB program requirements, including performing at least 51% of labor using their own workforce. The not-to-exceed project budget is $50,000, with the awarded contract to CommSurf Pro for $46,200. The contract includes provisions for potential quantity variations at each location and allows ODOT to adjust the work scope to remain within the budgeted amount. Payment will be based on actual quantities installed, with potential retainage withheld according to state law. Contractors must also comply with state requirements related to non-discrimination, drug testing, and prompt payment of subcontractors. The procurement includes specific contractual terms outlined in the Sample Agreement Form, which details substantial completion dates, payment mechanisms, and other administrative requirements.
