About this opportunity
The Oregon Department of Transportation is soliciting competitive quotes under ESB 2026 US101 (RFCQ 00018258) for tree and vegetation removal and traffic control on US Highway 101 in Coos County, Oregon, restricted to Emerging Small Business (ESB) certified firms, with a mandatory pre-quote conference on November 5, 2026 and quotes due November 12, 2026. Offerors must perform at least 51 percent of labor with their own workforce under ORS 200.170(3), and quotes must be submitted exclusively through OregonBuys.
The mandatory pre-quote conference is at the ODOT stockpile site near MP 251, and attendance is required for all prospective offerors. Requests for clarification, change, or approval of equivalents are due to the Single Point of Contact at least five calendar days before the closing. Quotes must select "Yes" on the OregonBuys Terms & Conditions tab, since "Yes with exceptions" or "No" results in rejection.
The scope covers felling and removing all hardwood trees, dead or visibly dying trees, and conifers 10 inches diameter at breast height or less, plus 23 designated hazard trees marked with white or silver paint. Cutting extends 40 feet horizontally from the pavement edge, and brush removal and canopy trimming extend 30 feet vertically and 30 feet horizontally. Work also includes chipping debris, herbicide treatment of hardwood stumps using Polaris AC or approved equal, and temporary work zone traffic control. Vegetation clearing is prohibited from March 1 through September 1 without prior written engineer approval, and contractors using merchantable timber must file a Notification of Operation with the Oregon Department of Forestry 21 calendar days before starting.
Payment is by three lump-sum line items (mobilization, temporary work zone traffic control, and tree removal with brushing and cleanup), and the source states no contract value. Payment is due within 30 days of invoice receipt, with 5% retainage. Required insurance includes $1,000,000 per occurrence and $2,000,000 aggregate commercial general liability, $1,000,000 commercial auto liability, and $500,000 per accident workers' compensation and employer's liability. The apparent successful offeror must submit insurance certificates and a W-9 within seven calendar days of intent-to-award notice.
Award goes to one responsible offeror whose quote best serves ODOT's interests, weighing price alongside experience, expertise, and suitability. Offers remain firm for at least 30 calendar days from closing. Work begins after a Notice to Proceed and must finish by February 28, 2027. Blake Howren, District 7 Operations, is the Owner's Contract Administrator, and Michael Shoffner, Transportation Operations & Maintenance Manager, is the project manager.
