About this file

This document contains the special provisions and specifications for a tree and vegetation removal project issued by the Oregon Department of Transportation (ODOT) for work located along US Highway 101 between mile post 250.0 and 252.7 north of Beaver Hill Road in Coos County, Oregon. The scope of work includes furnishing and maintaining temporary work zone traffic control; furnishing materials, equipment, and labor to fell trees, trim tree canopy, remove brush and vegetation, chip material, and treat hardwood tree stumps with herbicide; and removing or chipping foliage and debris. The work will take place within existing highway right-of-way and includes removal of all hardwood trees, dead or visibly dying trees, conifer trees with diameter at breast height equal to or less than 10 inches, and 23 designated hazard trees marked with white or silver paint. Tree cutting and removal shall occur within 40 feet horizontal distance from the edge of pavement, while brush and vegetation removal and tree canopy trimming shall be completed within 30 feet vertical clearance and 30 feet horizontal distance from the edge of pavement. The project manager is Michael Shoffner, Transportation Operations & Maintenance Manager. No specific response dates, due dates, site visits, bidders' meetings, award dates, or contract term information is provided in this specifications document.

The contract work is measured and paid as a lump sum amount under the item "Tree Removal, Brushing & Cleanup," with payment constituting full compensation for furnishing all equipment, labor, and incidentals necessary to complete the work as specified. No separate or additional payment will be made for brushing, cleanup, erosion and sediment control, or environmental protection measures, as these are considered incidental to the primary clearing work. The contractor assumes all responsibility and liability for damages or injuries arising from execution of the work and must indemnify ODOT. All cleared matter and debris become the contractor's property and must be disposed of through chipping or hauling to approved disposal sites. The specifications comply with the 2024 Oregon Standard Specifications for Construction with noted modifications, the Oregon Department of Transportation's Temporary Traffic Control Handbook for Operations of Three Days or Less, and environmental regulations including the Migratory Bird Treaty Act, with a restriction preventing vegetation clearing from March 1 through September 1 without prior written approval from the engineer. Herbicide treatment of hardwood stumps using Polaris AC (or approved equal) is required, and contractors utilizing merchantable timber must submit a Notification of Operation to the Oregon Department of Forestry at least 21 calendar days before beginning work.
