About this opportunity
The Oregon Department of Transportation is requesting competitive quotes for selective removal of dead or visibly dying trees within ODOT right-of-way along the Umpqua Highway (OR38) between mile posts 6 and 9 in Douglas County, with quotes due July 30, 2026 under RFCQ 73000-00017421. This solicitation is exclusively restricted to contractors certified as Emerging Small Businesses (ESB) by Oregon's Certification Office for Business Inclusion and Diversity (COBID). The selected ESB contractor must perform at least 51 percent of labor using its own workforce on the public improvement project.
The scope encompasses selective removal of approximately 79 dead or visibly dying trees from ODOT right-of-way between Dean Creek Road and the Umpqua Wayside (mile posts 6.3 to 8.9), furnishing and maintaining temporary work zone traffic control, removing or chipping cleared materials on site as directed, and submitting a Traffic Control Plan and Temporary Pedestrian Accessible Route Plan for approval. Contractors must comply with erosion and sediment control requirements, migratory bird protections (no vegetation clearing from March 1 to September 1 without written approval), and water quality standards. The contract incorporates the 2024 Oregon Standard Specifications for Construction with project-specific modifications. Merchantable timber becomes contractor property. An Archaeological Inadvertent Discovery Plan establishes protocols for encountering archaeological materials, with two identified no-work zones near the Umpqua River and Mill Creek; contractors must cease work and notify ODOT immediately upon discovery.
Work cannot commence before September 1, 2026 and must be completed by February 26, 2027. Payment is lump sum for all clearing, disposal, cleanup, and incidental work. Contractors must maintain Commercial General Liability insurance of $2,000,000 per occurrence and $5,000,000 annual aggregate, Commercial Automobile Liability of $1,000,000 per occurrence, and Workers' Compensation coverage per Oregon Revised Statutes. Blake Howren, District Operations Coordinator, serves as project manager at Blake.W.Howren@ODOT.Oregon.gov. Requests for clarification must be submitted seven calendar days prior to quote closing. All quotes must be submitted electronically through OregonBuys with the Offeror Information and Certifications Form, pricing, and supporting documentation.
