About this file
This is an Archaeological Inadvertent Discovery Plan (IDP) document prepared by the Oregon Department of Transportation (ODOT) for the OR38: MP 6.3-15.7 Hazard Tree Removal project located along the Umpqua Highway in Douglas County, Oregon. The IDP establishes protocols for contractors and project personnel to follow should archaeological sites, objects, or human remains be encountered during ground-disturbing activities associated with selective dead tree removal work within ODOT right-of-way. The document provides comprehensive guidance on identifying potential archaeological materials, including stone tools, historic artifacts, structural remains, shell middens, and human skeletal remains, with visual reference examples included in the appendices. Upon discovery of archaeological material, all work in the vicinity must cease immediately, and a 30-meter (100-foot) buffer zone must be established while notifications are made to the Project Manager, ODOT Regional Environmental Coordinator, ODOT Archaeologist, and lead Inspector for professional assessment and coordination with the State Historic Preservation Office (SHPO) if warranted. Two specific no-work zones are identified within the project area: MP 7.55-7.56 near the Umpqua River and MP 13.09-13.26 near Mill Creek.
The IDP includes specific procedures for human remains discoveries, which require immediate cessation of all work, establishment of protective buffers, notification of Oregon State Police, SHPO, the Legislative Commission on Indian Services (LCIS), and appropriate Native American Tribes before resumption of activities. Contact information is provided for all relevant parties, including the ODOT Regional Environmental Coordinator, ODOT Archaeologist, Archaeological Program Manager, Oregon State Police, State Archaeologist, LCIS Executive Director, and State Physical Anthropologist. The document emphasizes strict confidentiality requirements under the National Historic Preservation Act and Oregon State law, mandating that discovery locations remain confidential and that media inquiries be reported to ODOT. Personnel are explicitly prohibited from photographing remains, speaking to media, or removing discovered materials without proper authorization and coordination among responsible state agencies and Native American Tribes.

DISCOVERY PROCEDURES: WHAT TO DO IF YOU FIND SOMETHING
1. Stop ALL work in the vicinity of the find
2. Secure and protect area of inadvertent discovery with 30 meter/100 foot buffer—work may continue outside of this buffer
3. Notify the Project Manager and the ODOT Regional Environmental Coordinator (REC), Archaeologist, and lead Inspector.
4. The ODOT REC or ODOT Archaeologist will contact a professional archaeologist to assess the find.
5. If the archaeologist determines the find is an archaeological site or object, the ODOT REC or
ODOT Archaeologist will contact the State Historic Preservation Office (SHPO). If it is determined to not be archaeological, you may continue work.
HUMAN REMAINS PROCEDURES
1. If it is believed the find may be human remains, stop ALL work.
2. Secure and protect area of inadvertent discovery with 30 meter/100 foot buffer, then work may continue outside of this buffer with caution.
3. Cover remains from view and protect them from damage or exposure, restrict access, and leave in place until directed otherwise. Do not take photographs. Do not speak to the media.
4. Notify the Project Manager and the ODOT REC, ODOT Archaeologist and lead Inspector. The
ODOT REC or ODOT Archaeologist will contact the Oregon State Police, SHPO, Legislative
Commission on Indian Services (LCIS), and the appropriate Native American Tribes
5. If the site is determined not to be a crime scene by the Oregon State Police, do not move anything! The remains will continue to be secured in place along with any associated funerary objects, and protected from weather, water runoff, and shielded from view.
6. Do not resume any work in the buffered area until a plan is developed and carried out between the State Police, SHPO, LCIS, and appropriate Native American Tribes and you are directed that work may proceed.
