About this opportunity

The State of Missouri's Office of Administration - Information Technology Services Division (OA-ITSD) is conducting a Single Feasible Source (SFS) solicitation for ERI/CICS software maintenance services across Jefferson County and Jefferson City jurisdictions. The procurement seeks maintenance for three specific software components: CICS-View (a user monitoring tool that allows support staff to manage active CICS users), CICS-Lock (a terminal time-out management system implementing password prompts), and CICS-DupS (a control system for managing shared userids and application swapping). The primary objectives of these software tools include locking emulation sessions after 15 minutes of inactivity to comply with federal security guidelines, broadcasting messages to users, controlling userid sign-on attempts, and enabling helpdesk monitoring of user activity for problem resolution. The solicitation period runs from December 12, 2017, at 8:00 PM GMT to December 18, 2017, at 2:00 PM GMT, with all vendors eligible to respond. Delivery terms are free on board destination, and payment terms are net 45 days. The contract is structured as a one-year maintenance agreement, with Angela Morris from the Jefferson City OA-ITSD office serving as the primary point of contact.

No specific set-aside designations, disadvantaged enterprise requirements, or restrictions on vendor participation are mentioned in the solicitation documents. The procurement does not provide information about incumbent vendors, current contractors, or existing infrastructure that might require integration. Similarly, no estimated total contract value or specific budget range is disclosed in any of the attached documents. The solicitation appears to be open to all vendors capable of providing the specified ERI/CICS software maintenance services. Vendors are solely responsible for ensuring timely submission of their responses, whether submitted online or via hard copy, and must allow adequate time for any technical support needs during the submission process. The lack of detailed financial information suggests that pricing and total contract value will be determined through the vendor responses received during the solicitation period.

Opportunity text

ERI/CICS Software maintenance for: CICS-View A user monitoring tool that summarizes data on active CICS users in easy-to read tables. Authorized support staff can use table commands to cancel a session, send non-destructive broadcast messages, even view a user's screen. CICS-Lock A user-friendly alternative to CICS terminal time-out. CICS-Lock replaces unattended CICS terminal screens with a password prompt. CICS-DupS A flexible control that prevents the abuse of shared userids and allows swapping between CICS applications from a single terminal session. We use ERI primarily to lock emulation sessions after 15 minutes of inactivity to prevent security incidents and comply with Federal Security guidelines. We also use the product to broadcast messages to users, control how many times a userid can sign on for security purposes and for the Helpdesk to view user activity to help with problem resolution.
