About this opportunity
This is a rebid Invitation for Bids (ITB S-73000-00016742) issued by the Oregon Department of Transportation (ODOT) on behalf of Jackson County for emergency geotechnical drilling and sampling services at three landslide locations along Highway 227 in southwest Oregon (Mile Points 43.1, 44.1, and 44.7). The procurement seeks a single qualified contractor to execute geotechnical drilling, subsurface soil sampling, and instrumentation installation work across nine drill holes programmed to approximately 60 feet each for a total of 540 feet of drilling. The scope of work includes hollow stem auger (HSA) drilling using 4-inch ID equipment, HQ3 wire-line rock coring (estimated 140 feet), Standard Penetration Testing (SPT) at 2.5-foot intervals (160 samples), installation of vibrating wire transducers (VWT) and slope inclinometer casings (8 installations), and provision of standby time for ODOT-induced delays and fire regulation compliance. All work must be completed in a single mobilization with completion required by October 1, 2026, and contractors must mobilize equipment and personnel within 30 calendar days of Notice to Proceed. Required qualifications include a minimum of three years of experience in geotechnical sampling, at least one drill operator licensed by the Oregon Water Resource Department as a Monitoring Well Constructor with three years of minimum operating experience, and one experienced drill helper per drilling rig. The contractor must provide all necessary drilling equipment, machinery, tools, safety equipment, skilled personnel, water sources, and materials, while ODOT provides traffic control, utility locating, access roads and pads, and all instrumentation supplies. Award will be made to the lowest responsible and responsive bidder in accordance with ORS 279B.070, with bid opening scheduled for May 1, 2026 at 11:00 AM, and the apparent successful bidder must submit insurance certificates, Responsibility Inquiry forms, Debarment Certification, W-9 tax documentation, business registry proof, and three project references within five business days of the intent to award notice.
No Certified Small Business Aspirational Target is applicable to this procurement, and no specific set-aside designations or restrictions limiting bidder eligibility have been identified. The contract is subject to federal funding requirements including Buy America provisions, Equal Employment Opportunity regulations, Contract Work Hours and Safety Standards Act, Clean Air Act, Federal Water Pollution Control Act, and Byrd Anti-Lobbying Amendment compliance. Insurance requirements mandate Workers' Compensation with $500,000 employer's liability limits, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, and Automobile Liability of $1,000,000 combined single limit. This is a rebid of a previously solicited project, with preliminary results from the first solicitation showing three bidders: Crisman Pacific Strata Drilling at $80,800.00 (marked non-responsive for incomplete submission), Western States Soil Conservation Inc. at $88,000.00, and Holt Services Inc. at $173,300.00. The fixed-price contract structure includes lump sum pricing for Administration and Mobilization, with unit pricing for Auger Drilling 4-inch ID HSA (per foot), Rock Coring HQ3 Wire-Line (per foot), 2-inch SPTs (per each), Instrumentation Installation (per each), and hourly rates for standby time with maximum eight-hour daily caps for both ODOT-induced and fire regulation delays. Based on the preliminary bid results from the initial solicitation, anticipated award values range from approximately $80,800 to $173,300, though final pricing will depend on responsive bids received by the May 1, 2026 deadline.
