About this opportunity
The State of Hawaii Department of Transportation is requesting proposals for drainage improvements at Kaumualii Highway in the vicinity of Omao Stream Bridge (Federal-Aid Project ER-27(008)), with offers due October 29, 2026 at 2:00 p.m. Hawaii Standard Time. Bidders must possess a valid State of Hawaii General Engineering "A" license prior to award — the core eligibility requirement.
The scope encompasses demolition of existing drainage structures and pavement; abandonment in place of a 24-inch reinforced concrete pipe (RCP) with controlled low-strength material (CLSM); installation of a new 42-inch reinforced concrete pipe with drain manhole, grated drain inlets, and concrete outlet structure; installation of grouted rubble paving, reinforced concrete apron, asphalt concrete pavement, chain link fencing, and erosion control matting; and site preparation including clearing, grubbing, excavation, backfilling, grading, and grassing. The project encompasses two installation methods: microtunneling or pipe jacking from Stations 0+00 to 7+82.80 within Kaumualii Highway pavement (7 to 22 feet below existing grade) and open-trench installation from Stations 7+82.80 to 11+61.88 along the unpaved shoulder. Geotechnical conditions consist of fills, residual soils, and saprolitic soils; relict boulders and hard basalt ledges may complicate microtunneling operations. Soil is categorized as Category A (Moderately to Severely Corrosive), requiring consultation with a professional corrosion engineer for pipe protection.
The estimated construction cost ranges from $10 million to $11 million. The contractor must perform at least 30 percent of contract work with its own organization. Monthly progress payments will be issued without retainage; all subcontractors must be paid within 10 calendar days of contractor receipt of payment from HDOT.
A virtual pre-bid conference is scheduled for October 8, 2026 at 10:00 a.m. HST via Microsoft Teams (attendance encouraged but not mandatory). Requests for Information and Substitution Requests must be submitted by October 15, 2026 at 2:00 p.m. HST. The project is subject to Davis-Bacon wage determinations and federal nondiscrimination requirements. HDOT has suspended race-conscious DBE contract goals pending completion of DBE certification reevaluation.
Bidders must register and submit proposals through HIePRO.
