About this opportunity

The California Air Resources Board (CARB) is requesting bids for equipment calibration services under IFB 26MLD001, with bids due July 30, 2026 at 11:00 a.m. PST and a virtual bid opening at 2:00 p.m. the same day. CARB's budget ceiling is $52,020, and bids exceeding this amount will be deemed non-responsive. A 5% Small Business or Microbusiness preference applies to eligible certified bidders; DVBE participation is optional but eligible for a bid incentive of 1% to 5% depending on participation level.

The scope covers calibration, certification, repair, and adjustment services for vapor recovery and source test equipment at a NIST-traceable facility in Los Alamitos, California. Deliverables include annual calibration of volumetric gas meters (multiple models), turbine meters, mass flow controllers, and miscellaneous instruments; semi-annual calibration of additional volumetric gas meters and Alicat brand mass flow meters; and semi-annual calibration of pressure modules and base units. The contractor must provide unlimited repair services with a three-business-day response window upon telephone request and technical telephone support during business hours at no additional cost. Parts costs may not exceed 15% of the total agreement amount.

The contract term is thirty months with an estimated start date of July 31, 2026. Award will be made to the lowest responsive, responsible bidder. Contractors must submit the Contractor's Cost Sheet (Attachment 3) with itemized pricing for each calibration activity and unit price, expressed as all-inclusive of tax, parts, labor, and materials. Mandatory insurance includes Commercial General Liability of $1,000,000 per occurrence / $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation with Employers' Liability of $1,000,000. The Notice of Intent to Award will post for five days beginning July 24, 2026. Contract execution must occur within ten working days of award.
