About this opportunity
The Kentucky Transportation Cabinet, Division of Highways District 10 is requesting bids for equipment rental with operator services under an RFB, with proposals due August 13, 2026 at 1:30 p.m. Eastern Time and a tentative award date of August 28, 2026.
The scope includes eleven line items across excavators with various attachments, dump trucks, dozers, loaders, light plants, traffic control, motor graders, wheel loaders, and escort trucks, with quantities ranging from 50 to 1,000 hours per item. All equipment except light plants must be furnished with a fully-operated contractor-provided operator in excellent mechanical condition. Vendors must deliver equipment and operators within one calendar day for routine work orders and within 48 hours for emergency situations, with a minimum guarantee of eight hours per work order. Place of performance is District 10 of Kentucky's highway system, defined by the Kentucky Highways District Map provided as an attachment.
The initial contract period runs from the award date through August 31, 2027, with four optional one-year renewal periods available by mutual written agreement. Pricing must be submitted hourly on an F.O.B. Destination Freight Prepaid basis. The Commonwealth pays only for actual equipment usage; penalties apply at 1% per day for routine work delays or $1,000 per day for emergency response failures. Price increases are prohibited during the first 12 months but may be requested thereafter with industry-wide justification and 30 days' notice; price decreases must be reflected immediately.
Award will use best value scoring: 95 points allocated to price and 5 points to response time, with the lowest responsive bidder receiving the maximum score. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with Automobile Liability Insurance and Kentucky Workers' Compensation Insurance as applicable. Bids must be submitted electronically through the Kentucky Vendor Self Service system; no email or hard copy submissions are accepted. All vendors must provide affidavits regarding campaign finance compliance, illegal immigrant employment prohibitions, subcontractor compliance, and artificial intelligence usage. Bidders claiming Kentucky resident status or qualified bidder preferences must submit required affidavits.
