About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases, is requesting bids for an Indefinite Delivery/Indefinite Quantity master agreement to provide equipment rental with operators for KYTC District 10, with bids due August 13, 2026 at 1:30 p.m. Eastern Time. The contract is federally funded by the Federal Highway Administration and carries a zero percent Disadvantaged Business Enterprise participation goal.
The scope covers eleven line items of heavy construction equipment with operators: track excavators (standard, with hammer, and with boom), tandem dump trucks, crawler dozers, skid steer loaders, light plants, traffic control flagmen, motor graders, wheel loaders, and escort trucks. Quantities are specified in hours, ranging from 10 hours (skid steer loaders) to 600 hours (tandem dump trucks). Vendors must respond to routine work requests within one calendar day and emergency requests within 48 hours, with a guaranteed minimum of eight hours per work order. All equipment must be delivered to job sites at no expense to KYTC, with vendors responsible for mobilization, demobilization, and toll costs.
The initial contract period runs from award through August 31, 2027, with four optional one-year renewal periods. Bidders must submit hourly rates for each line item via the Kentucky Vendor Self Service (VSS) platform at https://vss.ky.gov. Pricing shall be evaluated on a lowest-responsive-bid basis.
Vendors must maintain prequalification status with KYTC, be registered with the Kentucky Secretary of State, comply with Davis-Bacon wage determinations and Buy America/Build America Act requirements, and provide certificates of insurance prior to award. Commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate is required, along with automobile liability and workers' compensation. The contract prohibits equipment incorporating telecommunications products from Huawei, ZTE, Hytera, Hikvision, or Dahua. Questions are due July 29, 2026 at 1:30 p.m., with responses posted by August 5. The tentative award date is August 28, 2026.
