About this opportunity

The Kentucky Transportation Cabinet's Division of Purchases, on behalf of District 9, is soliciting bids under RFB 605 2700000210 for equipment rental of two modified rotary offset drills with operators, with bids due November 25, 2026 at 1:30 p.m. Eastern Time. The contract carries a 0% Disadvantaged Business Enterprise (DBE) goal and is funded entirely with Federal Highway Administration (FHWA) funds, so Davis-Bacon wage determinations, Buy America provisions under 23 U.S.C. 313 and the Build America, Buy America Act, and FHWA Form 1273 apply. Bids must be submitted electronically through the Kentucky eProcurement system, and hard-copy and emailed submissions will not be accepted.

The work covers slide repair and railroad rail installation on state highways. Each drill must be truck- or track-mounted with an operator and drill 7-inch to 10-inch diameter holes up to 40 feet deep in soil and rock, with a minimum 150 H.P. motor and a 300 CFM compressor capable of 16,000 pounds of pull-down pressure. The solicitation contains 13 line items in two groups: Group 1 covers offset drilling, traffic control, railroad steel, cribbing, excavation, backfill, laborer and bucket truck services, filter fabric, and guardrail materials, with 3,000 linear feet of drilling; Group 2 covers offset drilling with departmental or vendor-supplied railroad rails, with 500 linear feet. The vendor must install a minimum of 600 to 800 linear feet of railroad steel per workday, and liquidated damages of $500 per day apply for missed minimum production rates. Insurance requires commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit if vehicles are used, and Kentucky workers compensation if applicable.

The resulting Indefinite Delivery/Indefinite Quantity master agreement begins upon award and expires December 31, 2027, with four optional one-year renewals subject to mutual written approval. Renewal pricing may adjust by the prior 12-month CPI-U, capped at a 10% increase before the Department may cancel. The vendor must self-perform at least 30% of the cumulative monetary value of the contract and may use subcontractors only with prior written notification to the KYTC Division of Purchases. Awards go to the lowest responsive bidder, with 100 points allocated to price. Unit prices are quoted F.O.B. Destination with freight prepaid and allowed.
