About this file
This Request for Bid (RFB) is issued by the Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of District 9 for equipment rental services involving modified rotary offset drills with operators for slide repair and railroad rail installation work on state highways. The solicitation seeks two modified rotary drills, truck or track-mounted with operators, capable of drilling 7" to 10" diameter holes up to 40 feet deep in soil and rock, with a minimum 150 H.P. motor and 300 CFM compressor capable of 16,000 pounds of pull-down pressure. The contract encompasses 13 line items organized into two groups: Group 1 includes offset drilling, traffic control, railroad steel, cribbing, excavation, backfill, laborer services, bucket truck services, filter fabric, and guardrail materials; Group 2 addresses offset drilling with departmental or vendor-supplied railroad rails. Quantities include 3,000 linear feet of drilling for Group 1 and 500 linear feet for Group 2. The RFB was issued November 4, 2026, with a closing date of November 25, 2026, at 1:30 PM Eastern Time. All bids must be submitted electronically through the Kentucky eProcurement system; hard copy and emailed submissions will not be accepted. The resulting contract will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement beginning upon award and expiring December 31, 2027, with four optional one-year renewal periods subject to mutual written approval and potential renegotiation of terms.
Pricing will be evaluated on a lowest-bid basis with 100 points awarded to the lowest responsive bidder. Unit prices are quoted on an F.O.B. Destination basis with freight prepaid and allowed. The contract is funded entirely with Federal Highway Administration (FHWA) funds, requiring compliance with Davis-Bacon Act wage determinations, Buy America provisions under 23 U.S.C. 313 and the Build America, Buy America Act (BABA), and FHWA Form 1273. Contractors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit if vehicles are used, and Kentucky Workers Compensation Insurance if applicable. The vendor must be capable of drilling and installing a minimum of 600 to 800 linear feet of railroad steel per workday, with liquidated damages of $500 per day assessed for failure to meet minimum production rates. The master agreement includes a price escalation adjustment based on the Consumer Price Index (CPI-U) for the previous 12-month period upon renewal, capped at a maximum 10% increase before the Department may cancel the contract. The vendor must self-perform a minimum of 30% of the cumulative monetary value of the ID/IQ contract and may use subcontractors only with prior written notification to the KYTC Division of Purchases.
