About this opportunity

The Kentucky Transportation Cabinet (KYTC), Division of Purchases, is requesting bids for offset drill equipment rental with operator services for District 8, with bids due electronically by June 25, 2026 at 1:30 p.m. Eastern Time and a tentative award date of July 24, 2026. Kentucky resident bidders may claim reciprocal preference status; qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preference points equal to twenty or fifteen percent of maximum points awarded.

The scope requires a modified rotary drill, truck- or track-mounted, with operator capable of drilling 7" to 10" diameter holes in soil and rock and installing steel railroad rails for roadway stabilization throughout District 8. The drill must offset at least five feet from equipment edge, handle rails up to 40 feet long weighing 130–140 lbs per linear yard, be powered by 130 HP or greater motor with 16,000 lbs pull-down pressure and 300 CFM air compressor, and maintain a minimum production rate of 800 linear feet per 8-hour work day. Three line items span offset drilling with department-furnished rail (11,800 linear feet), offset drilling with vendor-furnished rail (2,500 linear feet), and cribbing installation (21,000 square feet). The vendor must specify response time in calendar days following delivery order receipt; failure to provide response times results in non-responsive bid status. Liquidated damages of $500 per day apply for production shortfalls or failure to meet response deadlines.

The initial contract period runs from award through July 31, 2026, with four optional one-year renewal periods. Evaluation uses best value: 95 points for lowest price and 5 points for best response time. Price adjustments are restricted during the first twelve months; thereafter adjustments require written justification based on industry-wide price changes. The vendor is responsible for all mobilization, demobilization, fuel, lubrication, and equipment maintenance. Required insurance includes Commercial General Liability ($1 million per occurrence, $2 million aggregate), Automobile Liability ($1 million combined single limit), and Kentucky Workers Compensation. All bids must be submitted electronically through Kentucky Vendor Self Service eProcurement; company quote forms and hard copies are not accepted. Written questions were due June 9, 2026, with responses posted by June 16, 2026. All quantities are estimates; the Commonwealth is obligated only to purchase drilling footage actually required.
