About this file
This is a Request for Bids (RFB) form issued by the Commonwealth of Kentucky for equipment rental services, specifically seeking an offset drill with operator (D-8 classification). The solicitation requests pricing for the rental of this specialized drilling equipment complete with an experienced operator to support state operations. The RFB form serves as the official bidding document that outlines the submission requirements, evaluation criteria, and contractual terms that prospective vendors must follow when submitting their bids. Bidders are required to complete and submit the form according to the specifications detailed within, with responses due by the date indicated in the procurement notice, and awards will be made to the responsive and responsible bidder offering the lowest evaluated price.
The contract will be awarded to a single vendor capable of providing the requested equipment rental services with operator support. Pricing should be submitted on the form itself, likely reflecting hourly, daily, or project-based rates for the D-8 offset drill with operator services. The Commonwealth of Kentucky will fund this procurement through its standard state budget allocation for equipment rentals and operational support. All bidders must meet the state's qualification requirements and comply with Kentucky procurement regulations. The contract term and any renewal options would be specified in the accompanying solicitation documents and procurement notice accompanying this RFB form.

6/18/2026 – Addendum 1: To answer bidder question received and to add 7 new commodity lines and extended descriptions.
Q1: After looking at both RFB’s for drilling and cribbing in District 8 I have a question. They both ask for installed cribbing. Does that encompass the whole cribbing installation process of excavation and backfill with 2 stone and geotextile fabric? Just curious because you can’t install cribbing without this process as well, but it was not clear on that. Can we get clarification please so we can bid accordingly.
A1: No, the excavation and backfill will be performed under the new items added in this addendum or by state forces.
No other changes have been made.
