About this opportunity
The Gordon County School System is procuring epoxy floor coating services through a competitive Request for Proposal (RFP 2026_1) for application at Red Bud Elementary School Buildings 2013 and 2030 located in Calhoun, Georgia, within Barrow County. The scope of work encompasses comprehensive floor coating installation including site preparation, removal of existing coatings, surface grinding or shot blasting, repair of surface imperfections, application of primer and high-performance slip-resistant epoxy flooring systems with non-slip aggregate incorporation, cove base application, and final inspection. Vendors must provide all equipment, labor, materials, and incidentals necessary to complete the project, with work focused on student and staff restroom areas. Evaluation criteria allocate 40 points to overall cost, 20 points to previous experience with school districts, 20 points to proposal responsiveness and completeness, 10 points to firm qualifications, and 10 points to compliance with RFP specifications. A mandatory pre-bid meeting is scheduled for January 12, 2026, at 10:00 a.m. EST at the project site; vendors must submit questions by January 16, 2026, at 12:00 p.m. EST with responses provided by January 20, 2026, at 2:00 p.m. EST; and sealed proposals comprising four copies (one original and three duplicates) must be received by February 4, 2026, at 12:00 p.m. EST at the GCSS Purchasing Department located at 7300 Fairmount Highway, Calhoun, GA 30701.
Vendors responding to this opportunity must submit three letters of reference to similar institutions and demonstrate compliance with multiple state and federal requirements, including Georgia's Security and Immigration Compliance Act, E-Verify affidavits, State of Georgia Drug-Free Workplace certificates, certificates of liability insurance with workers' compensation coverage, business and professional licenses, and W-9 forms. Local proposers with a physical point-of-sale in Gordon County, Georgia, receive a 10-point advantage when all other factors are equal and pricing is within 5% of the lowest proposal. Pricing must remain firm throughout the contract period with no allowances for price increases, fuel surcharges, or add-on costs. For proposals exceeding $100,000.00, vendors must provide a 5% surety bid bond with the proposal, and the successful contractor must furnish performance and payment bonds equal to 100% of the contract amount. No specific budget range or award value is disclosed in the procurement documents; however, the bond requirement threshold indicates the project may exceed $100,000. Final contract award requires board approval, and the GCSS reserves the right to reject all offers, cancel the RFP, or negotiate best and final offers with qualified proposers.
