About this opportunity
The Central Florida Tourism Oversight District is seeking a qualified contractor to perform comprehensive decommissioning and removal services for EPCOT generators located in Orange County, Florida. The procurement involves disconnecting and removing two 12.5KV generators with their associated enclosures and empty fuel tanks, demolishing 15KV generator switchgear, removing all interconnecting power and control conductors, and closing out an underground overflow tank with associated piping. Contractors must possess a State of Florida Electrical License, with preference given to those holding Advanced and Basic Flagger Temporary Traffic Control Certifications. A non-mandatory pre-bid meeting is scheduled for December 11, 2025, at 12:00 PM at the EPCOT Central Energy Plant, with all attendees required to RSVP through the PlanetBids platform by December 10, 2025, at 12:00 PM. Specific personal protective equipment including closed-toed shoes, pants, hard hat, safety vest, and eye and ear protection will be mandatory for site visit attendees. The bid documents are available exclusively through the PlanetBids vendor portal, with electronic bid submissions required. All work must strictly adhere to local, state, and federal codes and standards, with the expectation that the contractor will complete a fully functional project as detailed in the contract documents.
The solicitation offers bid preferences for local vendors, veteran small businesses, and opportunity zone businesses, potentially providing advantageous positioning for qualifying firms. While no specific budget range is explicitly stated, the complexity of the generator decommissioning project suggests a significant capital investment. No incumbent vendor information is provided in the documentation. Contractors will need to demonstrate comprehensive understanding of electrical systems decommissioning, temporary traffic control protocols, and compliance with stringent safety regulations. The project appears to involve significant infrastructure modification within the EPCOT facility, requiring precise technical expertise and careful execution. Free registration is available on the District's bid platform, with vendors able to view documents without registering, though full participation requires complete platform registration. The procurement process emphasizes comprehensive project delivery, with the expectation that bidders can execute all aspects of the generator removal and associated site modifications efficiently and in full compliance with regulatory requirements.
