About this opportunity
Peoria County is requesting qualifications from EPA/RRP-certified general contractors eligible to bid on residential rehabilitation work under its CDBG Housing Rehabilitation Program, with sealed submissions due July 31, 2026 at 2:00 p.m. at the Peoria County Courthouse. This is a pre-qualification pool mechanism; selected contractors will be eligible to compete on individual projects anticipated to begin March 1, 2027 and conclude February 28, 2029.
EPA RRP Certification is mandatory. Contractors licensed for lead services with the Illinois Department of Public Health will be prioritized. As a public works project, the program is subject to the Illinois Prevailing Wage Act; any contractor or subcontractor with contracts of $30,000 or greater must participate in an apprenticeship training program and submit a Certificate of Apprenticeship and Training. All vendors must enter into Peoria County's Community Workforce Agreement with West Central Illinois Building and Construction Trades Council affiliates.
Peoria County anticipates rehabilitating up to 10 single-family, owner-occupied homes with improvements including roof and window/door replacement, siding repairs, HVAC system updates, plumbing and electrical repairs or code updates, lead paint remediation, accessibility and structural improvements, and general health and safety code compliance. The maximum funding per household is $70,000 as determined by CDBG guidelines.
Submission requirements include a letter of interest on company letterhead, proof of current EPA RRP Certification, proof of SAM registration with a Unique Entity Identifier, contractor resumes detailing residential rehabilitation and lead-safe work practices experience, and a pre-qualification statement. Contractors must provide workers' compensation and general liability insurance of $1,000,000. Written questions are due July 10, 2026 through BidNet. A mandatory pre-bid meeting will be held in Q2 2027 prior to commencement of projects.
