About this opportunity

The County of Orange, OC Public Works, is requesting competitive bids for EPA Protocol Calibration and Audit Gases, with bids due August 10, 2026 at 2:00 p.m. and questions due July 20, 2026 by 2:00 p.m. A 5% bid-price preference applies to bidders certified as Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE), with a maximum allowable preference deduction of $100,000.

The scope comprises 13 line items: 4 calibration gases, 4 low-range audit gases, and 5 high-range audit gases — all EPA Protocol mixtures prepared using EPA G1 methods traceable to Standard Reference Materials or approved equivalents. Gas mixtures must be priced per 144-cubic-foot cylinder. The contractor must deliver two cylinders of each EPA Protocol gas mixture on initial setup (one in use, one on standby) and maintain inventory of NIST reference materials for fast delivery within 24 hours of order. Deliveries are to the County's Central Utility Facility at 525 North Flower Street, Santa Ana, California, and must support the cogeneration gas turbine Continuous Emissions Monitoring System (CEMS) in compliance with South Coast Air Quality Management District (SCAQMD) emissions requirements. The contractor assumes all freight and delivery charges using lift-type tail-gate vehicles, must notify the County within one hour of delivery, provide customer service representatives during regular business hours (Monday–Friday, 8:00 a.m.–5:00 p.m.), and deliver annual usage reports. Gas mixtures must include hardcopy and online Certificates of Accuracy.

The contract is a five-year usage agreement with firm, fixed pricing covering all costs including overhead, labor, transportation, and freight; no price increases are permitted in year one, and subsequent adjustments require 160 days' advance written notice with documented cost proof. Pricing must equal or be less than prices offered to other local, state, or federal entities, with all price decreases automatically extended to the County. The County reserves the right to extend this contract as a cooperative vehicle to other municipalities, public utilities, educational institutions, and nonprofit or governmental organizations, requiring a 2% administrative rebate on subordinate-contract sales and quarterly volume reports. Payment is net 30 days in arrears following invoice receipt and departmental verification. All bids must be submitted electronically through the County's eProcurement Portal; no alternate submission methods are accepted. Bidders must provide valid UEI and D-U-N-S numbers, current California Secretary of State registration, proof of no SAM.gov exclusions, references, and compliance certifications including Safety Data Sheets for all hazardous substances. Performance and Labor and Material Payment Bonds are required. Bid prices are valid for 365 days following the closing date. The County reserves the right to defer award for up to 180 days and make multiple awards if in its best interests.
