About this file

This is a competitive solicitation document from the County of Orange, California, specifically the OC Public Works department, requesting bids for EPA Protocol Calibration and Audit Gases. The County is seeking qualified vendors to supply these specialized gases used for environmental monitoring and compliance purposes. The solicitation is being conducted entirely through the County's online eProcurement Portal, with electronic bid submission required; no alternative submission methods will be accepted. Bidders are instructed to thoroughly review all solicitation materials, including the model contract terms, conditions, scope of work, and attachments, prior to submission. All questions and requests for clarification must be submitted through the solicitation's Question & Answer section within the specified timeframe, and bidders are prohibited from contacting other County personnel regarding solicitation matters.

The solicitation emphasizes that bidders bear responsibility for reviewing, evaluating, and requesting any necessary clarifications before submitting their bids to ensure full understanding of requirements. The awarded contract will be executed between the County and the selected contractor in accordance with the provided model contract and scope of work. Technical support for uploading proposals to the eProcurement Portal is available through procurement-support@opengov.com or the OpenGov help portal. While the document does not specify pricing structures, set-asides, incumbent contractors, or exact contract term lengths, it establishes that this is a competitive procurement process designed to identify the most qualified vendor to supply EPA-compliant calibration and audit gases to support the County's public works operations.

The District Attorney’s Office created a new Public Works Unit within our

Workers Compensation Insurance Unit in June 2011.

This unit was created to ensure that contractors bidding on Public Works projects are on an even playing field and also to protect the wages and benefits of employees working on these projects. The unit focusses on investigating and prosecuting contractors and their agents who underpay employees prevailing wages as well as commit fraud in the workers’ compensation arena.
