About this opportunity

The Massachusetts Executive Office of Labor and Workforce Development (EOLWD) and Department of Administrative Services (DAS) are requesting applications for the GROW Apprenticeship Grants program to expand and diversify registered apprenticeship programs across the Commonwealth, with a priority deadline of August 28, 2026 at 11:59 p.m. and a final deadline of March 1, 2027. Multiple awards are anticipated. The Supplier Diversity Program applies to contracts with estimated annual values of $250,000 or more.

Applicants may propose projects in one or more of five categories: Expansion Industry Apprenticeship, Construction & Building Trades Inclusion Apprenticeship, Innovation Grants, Pre-Apprenticeship Training and Services, and Planning Grants. Category 3 and Category 5 are capped at $250,000 and $20,000 respectively; Category 4 (GROW Intermediary) is capped at $97,500. Funding is contingent on the projected number of registered or pre-apprentices enrolled by March 1, 2027. Applications emphasizing underrepresented or disadvantaged populations, particularly in construction and building trades, are encouraged to detail recruitment, enrollment, and retention strategies.

Applicants must demonstrate capacity in program development, participant recruitment, training delivery, and employer engagement; provide organizational history and apprenticeship program experience; detail implementation plans and financial viability beyond the grant period; propose concrete apprenticeship enrollment outcomes; submit employer commitments; describe related technical instruction curricula and schedules; and outline supportive services. All grantees must comply with Commonwealth procurement regulations, affirmative action requirements, and federal labor standards including prevailing wage where applicable.

Required submittals include a completed Substitute W-9, Standard Contract Form, Contractor Authorized Signatory Listing, Electronic Funds Transfer form, Prompt Payment Discount form, Certificate of Unemployment Insurance, and Department of Revenue Certificate of Good Standing, along with category-specific application sections and detailed budget worksheets. The Commonwealth issues payments via Electronic Funds Transfer at 45 days from invoice receipt.
