About this opportunity
The Rhode Island Department of Executive Office of Health and Human Services (EOHHS) is seeking a vendor to develop and execute a comprehensive Medicaid Renewals Multi-Channel Public Awareness Campaign. The primary objective is to conduct communication research, planning, and development of a paid media campaign to inform Medicaid recipients about the renewal process. Vendors must provide strategic communication services that include research, media planning, campaign development, and potential multi-channel outreach efforts. The procurement requires vendors to submit separate technical and cost proposals through the Ocean State Procures system, with a non-mandatory pre-bid conference scheduled for December 19, 2022, and proposals due by January 12, 2023 at 11:00 AM EST. Evaluation criteria will include technical merit, cost proposal, and proposed Identified Small Business Enterprise (ISBE) participation rates. The initial contract period will begin approximately January 1, 2023, for one year, with options to renew for up to two additional 12-month periods contingent on vendor performance and funding availability.
The solicitation strongly encourages participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs), collectively referred to as Identified Small Business Enterprises (ISBE). Vendors will be required to submit an ISBE Participation Plan detailing their proposed utilization of these enterprise types, with evaluation points awarded based on the proposed ISBE participation rate. The RFP mandates specific insurance requirements, including $1 million in general liability coverage, workers compensation, $1 million in automobile liability, $2 million in professional liability, and $1 million in environmental/pollution liability. While the exact contract value is not specified, vendors must submit firm and fixed pricing proposals. All potential contractors must register in the Ocean State Procures system and comply with Rhode Island's affirmative action and non-discrimination policies. The state reserves the right to award the contract to the vendor deemed most qualified or to cancel the procurement entirely.
