About this opportunity

The Executive Office of Economic Development (EOED) is requesting proposals to administer Workforce Investment Trust Fund grants through a Notice of Intent to Purchase Services from another Massachusetts government entity, with responses due July 15, 2026 at 5:00 p.m. EST via COMMBUYS. This is a due diligence posting process rather than a full competitive procurement; EOED has determined that contracting with the Massachusetts Technology Collaborative (Mass Tech) represents best value to the Commonwealth while maintaining an open and fair process.

The scope covers administration of five workforce development programs targeting low-income communities and vulnerable youth: expanding the existing Internship Partnership ($500,000), SHIELD: Defense and National Security Internship ($500,000), SHIELD: CMMC Workforce ($500,000), and two new Pathmaker programs for Advanced Manufacturing ($1 million) and Artificial Intelligence & Tech ($1 million). Programs must support job skills training, adult literacy, English language learning, and services for at-risk youth. Eligible recipients must demonstrate how proposed activities will target low-income and vulnerable populations through multilingual training, accessible formats, or English language learning.

The total funding available is up to $2.5 million for fiscal year 2027. Interested vendors must register in COMMBUYS, submit responses electronically, and provide documentation demonstrating comparable or superior qualifications to Mass Tech. Submission requires standard Commonwealth forms including Prompt Payment Discount Form, Commonwealth Terms & Conditions, W-9 documentation, and Standard Contract Form.

Award determination follows the posting deadline; EOED will either withdraw the notice or accept the Offeror's proposal. All questions must be directed through COMMBUYS Q&A; direct calls or emails are not accepted.
