The proposed contract will support workforce development programs targeting low-income communities and vulnerable youth through job skills training, adult literacy, and English language learning initiatives. Mass Tech will administer five programs: expanding the existing Internship Partnership ($500,000), SHIELD: Defense and National Security Internship ($500,000), and SHIELD: CMMC Workforce ($500,000), while establishing two new Pathmaker programs for Advanced Manufacturing ($1,000,000) and Artificial Intelligence & Tech ($1,000,000). Interested vendors must submit responses by 5:00 PM EST on July 15, 2026, through the COMMBUYS online system with documentation demonstrating comparable or superior qualifications. Award determination will occur following the posting deadline, with the Department either withdrawing the notice or accepting the Offeror's proposal.

Mass Tech plans to award up to $2,500,000 in total funding to successful grant applicants across the five programs during fiscal year 2027, with priority given to organizations serving low-income and vulnerable populations. The funding originates from the Workforce Investment Trust Fund established under M.G.L. c. 23N, §18. Eligible recipients must demonstrate how proposed activities will target at-risk youth, provide multilingual job skills training, promote adult literacy through accessible formats, or offer English language learning programs. Vendors responding to this Notice must register in COMMBUYS to submit quotes electronically and agree to standard Commonwealth forms and conditions, including the Prompt Payment Discount Form, Commonwealth Terms & Conditions, W-9 documentation, and Standard Contract Form. The Department is utilizing this Due Diligence Posting process rather than conducting a full procurement, determining that contracting with Mass Tech represents best value to the Commonwealth while maintaining an open, fair, and competitive process.

Description

EOED is proposing to contract with Mass Tech to administer funding from the Workforce Investment Trust Fund (the “Fund”) established in M.G.L. c. 23N, § 18.
