About this opportunity

The Florida Department of Agriculture and Consumer Services is advertising a sole-source intent to enter into an agreement with Environmental Systems Research Institute, Inc. (ESRI) for application server software, with the 15-business-day notice period closing June 18, 2026. Prospective vendors who believe they can provide equivalent commodities or services must submit relevant information by that date.

ESRI is designated sole source because it is the inventor, developer, and exclusive manufacturer of the ArcGIS software platform, maintaining proprietary rights to source code and all associated maintenance, support, and upgrade services. ESRI does not authorize resellers or third-party vendors to deliver maintenance or support, and internal review confirmed no alternative vendors can provide the required services.

The Department seeks annual software maintenance, technical support services, software updates, and training for ESRI geospatial products currently deployed across multiple departmental divisions: Plant Industry, Administration, Food Safety, Office of Agricultural Water Policy, Food Nutrition and Wellness, and Aquaculture. The software suite comprises ArcGIS Pro, ArcGIS Enterprise, ArcGIS Portal, and ArcGIS Online, which support mapping, data collection, analysis, and information sharing required to fulfill statutory responsibilities.

The contract term is one year with an estimated dollar amount of up to $400,000 and an approximate contract amount of $131,775. The contact for inquiries is Brittany Harvey at Procurement@FDACS.gov or (850) 617-7181.
