About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services for application server software from Environmental Systems Research Institute, Inc. (ESRI). The Department seeks to procure annual software maintenance, technical support services, software updates, and training for ESRI geospatial products currently deployed across multiple departmental divisions, including the Division of Plant Industry, Division of Administration, Division of Food Safety, Office of Agricultural Water Policy, Division of Food, Nutrition and Wellness, and Division of Aquaculture. The software suite includes ArcGIS Pro, ArcGIS Enterprise, ArcGIS Portal, and ArcGIS Online, which are critical for mapping, data collection, analysis, and information sharing required to fulfill statutory responsibilities. The contract term is one year. The posting date was May 28, 2026, with the last day for receipt of vendor information set for June 18, 2026, providing a 15-business-day advertisement period as required by Florida law. No bidder's conference or site visits are mentioned in the documentation.
The estimated dollar amount for this single source purchase is up to $400,000, with an approximate contract amount of $131,775. ESRI is designated as the sole source because it is the inventor, developer, and exclusive manufacturer of the ArcGIS software platform, maintaining proprietary rights to the source code and all associated maintenance, support, and upgrade services. ESRI does not authorize resellers or third-party vendors to deliver maintenance or support services, and internal review confirmed no alternative vendors can provide the required services. The justification for single source acquisition is based on ESRI's proprietary control and unique capability to maintain and support the ArcGIS platform. The purchase was approved by Jordan Vernon and Brooke Skladany of the Office of Agriculture Technology Services, Stephanie Bergozza as Purchasing Director of the Bureau of General Services, and Joey B. Hicks as Director of the Division of Administration. The contact for inquiries is Brittany Harvey at Procurement@FDACS.gov or (850) 617-7181.
