About this opportunity
The Florida Department of Agriculture and Consumer Services (FDACS) is pursuing a single-source procurement for an enterprise agreement with Environmental Systems Research Institute, Inc. (ESRI), specifically for comprehensive Geographic Information System (GIS) technology and related services. The procurement involves acquiring application server software, which includes maintenance, support, software upgrades, and training across multiple ESRI product lines such as ArcGIS Desktop, ArcGIS Enterprise, ArcGIS GIS Server, and various extensions. The contract term is scheduled from September 15, 2023, through June 30, 2026, with a formal advertisement period running from October 28, 2024, to November 19, 2024. During this period, prospective vendors can submit alternative proposals or challenge the single-source justification. The primary objective is to secure uncapped access to ESRI's GIS technologies, enabling FDACS to support critical divisional applications and technological infrastructure. Evaluation will focus on ESRI's unique technological capabilities, exclusive manufacturing status, and proven technical support expertise.
The procurement is not explicitly restricted to disadvantaged enterprises, and no specific set-aside designations are mentioned in the documentation. ESRI is identified as the sole-source vendor due to being the exclusive manufacturer of the required software and services. The contract has a substantial estimated total value of up to $1,500,000, with annual cost projections increasing from $458,500 in Year 1 to $508,500 in Year 3. The procurement covers Leon County and extends across Florida state government operations. While the opportunity is technically open for alternative vendor submissions, the detailed single-source justification suggests a strong likelihood of ESRI being the selected vendor. The existing technological infrastructure appears to be heavily dependent on ESRI's GIS platforms, which further reinforces the rationale for continuing the relationship with this specific vendor.
