About this opportunity

The Florida Department of Health (DOH), Division of Disease Control and Health Protection, is seeking a single-source procurement for software maintenance agreements from Environmental Systems Research Institute (ESRI) for Geographic Information Systems (GIS) software. The procurement covers comprehensive licensing for ArcGIS Desktop (basic and advanced concurrent versions), software extension modules, ArcGIS for Server, and Web mapping ArcGIS Online software. The primary objective is to maintain a critical integrated GIS system that enables rapid information sharing among environmental health partners and supports emergency response capabilities. The contract will span three years, with a solicitation posted on April 21, 2025, and a response deadline of May 12, 2025. The procurement is justified by ESRI's exclusive rights to upgrades, modifications, and enhancements for the existing GIS infrastructure, which is essential for preparing and responding to potential environmental health events that could impact human health.

The procurement appears to be unrestricted in terms of set-aside designations, with ESRI being the sole identified vendor due to the specialized nature of the software. The total estimated procurement value is $500,000.00, covering annual software maintenance and support for the existing GIS platforms. The DOH has structured the procurement under Chapter 60A-1.045 of the Florida Administrative Code as a single-source acquisition. The agency has reserved the right to confirm the single-source nature of the procurement and invites prospective vendors to demonstrate their capability to supply similar commodities. The existing technology infrastructure requires continued maintenance of ESRI's integrated Geographic Information System, which serves as a critical communication and data-sharing platform for environmental health monitoring and response efforts across Florida.

Opportunity text

The DOH Division of Disease Control and Health Protection has the need to purchase software maintenance agreements for the existing Geographic Information System (GIS) currently utilized by the Department. GIS software and data formats allow the Department to quickly share critical information with partners who also utilize Environmental Systems Research Institute (ESRI) storage and communication platforms, providing the infrastructure to both prepare for and respond to environmental health events that have the potential to directly affect human health. The GIS is a fully integrated system and critical in providing data used to effectively respond to environmental health outbreaks in Florida. The software maintenance agreements include licensing for both basic and advanced concurrent versions of ArcGIS Desktop, software extension modules that provide advanced analytical tools that work from within the ArcGIS Desktop software suite, ArcGIS for Server that exists to share GIS information with external agency partners and the public and Web mapping ArcGIS Online software.

In accordance with Chapter 60A-1.045, Florida Administrative Code, the DOH, Division of Disease Control and Health Protection, requests authorization to purchase, as a single source, maintenance agreements from ESRI.
