About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Health (DOH), specifically for the Division of Disease Control and Health Protection. The document details a request to purchase a three-year software maintenance agreement from Environmental Systems Research Institute (ESRI) for Geographic Information Systems (GIS) software, including ArcGIS Desktop, Server, and Web mapping software. The solicitation was posted on 4/21/2025 with a last day for receipt of information on 5/12/2025, seeking annual software maintenance and support for existing GIS platforms that are critical for sharing environmental health information and responding to potential health events.
The total estimated dollar amount for this single-source procurement is $500,000.00, with ESRI being the sole manufacturer and provider of the required software. The justification for the single-source acquisition centers on ESRI's exclusive rights to all upgrades, modifications, and enhancements needed to maintain the integrated Geographic Information System. The software allows the Department to quickly share critical information with partners, providing infrastructure to prepare for and respond to environmental health events that could directly affect human health. The document indicates that prospective vendors are invited to provide information about their ability to supply similar commodities, with the agency reserving the right to confirm the single-source nature of the procurement.
