About this opportunity

The Florida Department of Health's Division of Disease Control and Health Protection is seeking to procure a 3-year software maintenance agreement for its existing Geographic Information System (GIS) from Environmental Systems Research Institute (ESRI). The GIS software and data formats allow the Department to quickly share critical information with partners and respond to environmental health events across the state of Florida. The maintenance agreements cover licensing for ArcGIS Desktop, ArcGIS Server, and ArcGIS Online software, which are necessary to maintain the continuity and functionality of the Department's integrated GIS system. ESRI is the sole manufacturer and provider of the Department's GIS system and holds exclusive rights to all upgrades, modifications, and enhancements needed to support the system. The Department is requesting authorization to purchase the maintenance agreements directly from ESRI as a single-source procurement, with an estimated dollar amount of $500,000.

This procurement is open only to ESRI as the sole source provider of the Department's GIS system. There are no set-aside designations or restrictions on the types of organizations that can respond. The Department's existing GIS infrastructure and technology from ESRI must be maintained and supported, and no incumbent vendors or current contractors are listed. The procurement does not provide any award value or budget range information beyond the estimated $500,000 for the 3-year maintenance agreement.

Opportunity text

The Department of Health's Division of Disease Control and Health Protection has the need to purchase software maintenance agreements for the existing Geographic Information System (GIS). GIS software and data formats allow the department to quickly share critical information with partners who also utilize Environmental Systems Research Institute (ESRI) storage and communication platforms; providing the infrastructure to both prepare for and respond to environmental health events that have the potential to or directly affect human health. The GIS is a fully integrated system and critical in providing data used to effectively respond to environmental health outbreaks in Florida. The software maintenance agreements include licensing for both basic and advanced concurrent versions of ArcGIS Desktop, software extension modules that provide advanced analytical tools that work from within the ArcGIS Desktop software suite, ArcGIS for Server that exists to share GIS information with external agency partners and the public and Web mapping ArcGIS Online software. In accordance with Chapter 60A-1.045, Florida Administrative Code, the Department of Health's, Division of Disease Control and Health Protection, requests authorization to purchase, as a single source, maintenance agreements from ESRI.
