About this opportunity

The South Dakota Department of Military, specifically the South Dakota Army National Guard (SDARNG) Environmental Program Branch, is seeking a contractor to conduct a Solid Waste Opportunity Assessment for the Black Hills Region. The procurement involves a comprehensive waste characterization study to be performed through three distinct seasonal assessment cycles during the calendar year. The primary objective is to support environmental compliance by analyzing waste streams at nine facilities, including Camp Rapid Training Facility, Range Road Readiness Center, Rapid City Airport Complex, various armories, and the Fort Meade Complex. Required deliverables include a detailed Opportunity Assessment Report with estimated waste and diversion weight totals, waste reduction opportunities, recycling and reuse options, and a cost-benefit analysis of recommended changes. The contractor must demonstrate expertise in environmental compliance management for the National Guard and Department of Defense. The Request for Proposal (RFP) was posted on August 7, 2025, with proposal submissions due by September 1, 2025. Evaluation criteria will be subjective, considering factors such as specialized expertise, resources, past performance, availability, familiarity with the project locale, proposed project management techniques, and ability to handle special project constraints.

No specific set-aside designations or restrictions on responding organizations were explicitly mentioned in the provided documentation. The contract potentially has a base period with options for extension, with the state reserving the right to extend the contract for up to four one-year options, not exceeding a total of five years. The anticipated contract effective date is around September 15, 2025, potentially running through September 14, 2030. While a specific budget range was not detailed, the contract may be funded through cooperative agreements with the Federal Government, though the federal government is not a direct party to the agreement. The state maintains the right to reject any or all proposals and will negotiate with the highest-ranked offeror to refine the scope of services, terms, compensation, and performance schedule. If an agreement cannot be reached with the top-ranked offeror, negotiations may continue with successive offerors according to their ranking. Offerors are permitted to submit multiple cost proposals, and inquiries about the RFP must be emailed to Mr. Alden Morgan at alden.j.morgan.nfg@army.mil with the subject line "25RFP16291".
