About this file

This is a Request for Proposal (RFP) issued by the State of South Dakota, Department of Military for the South Dakota Army National Guard (SDARNG), specifically targeting the Black Hills Region. The RFP seeks a contractor to conduct a Solid Waste Opportunity Assessment with three separate seasonal assessment cycles throughout the calendar year, in support of the Environmental Program Branch (CFMO-EV) compliance program. The project aims to characterize waste to inform decision-making regarding policy and planning, with the goal of achieving diversion objectives and meeting criteria outlined in Army Regulation 200-1, Executive Orders, and applicable state laws. The RFP was published on August 7, 2025, with a proposal submission deadline of September 1, 2025. The anticipated contract will be effective around September 15, 2025, and could potentially run through September 14, 2030, with the state reserving the right to extend the contract for up to four one-year options, not to exceed a total of five years.

The RFP indicates that the cost proposal will be evaluated independently from the technical proposal, and offerors may submit multiple cost proposals. The evaluation process will be subjective, considering factors such as specialized expertise, resources, past performance, availability, familiarity with the project locale, proposed project management techniques, and ability to handle special project constraints. The contract may be funded through cooperative agreements with the Federal Government, though the federal government is not a direct party to the agreement. The state reserves the right to reject any or all proposals and will negotiate with the highest-ranked offeror to refine the scope of services, terms, compensation, and performance schedule. If an agreement cannot be reached with the top-ranked offeror, negotiations may continue with successive offerors according to their ranking.
