About this opportunity
The Madison Metropolitan School District (MMSD) has issued a Request for Proposals (RFP) for comprehensive environmental services to support its district-wide facilities management needs. The procurement seeks to award up to three service providers for environmental consulting and remediation services, specifically focusing on asbestos, mold, lead, and hazardous materials removal and abatement. Additional services include design work for heating and air conditioning, electrical, architectural, storm water management, civil engineering, exterior envelope projects, and roofing design and retrofit work, all aligned with the district's goal of achieving 100% renewable energy usage by 2040. The proposal submission deadline was April 13, 2023, at 2:00 PM CST, with vendor selection estimated for April 25, 2023, and Board of Education approval anticipated by May 15, 2023. Evaluation criteria include mandatory requirements such as firm details and principal registration, with points awarded for MBE/WBE status (5 points), compensation/cost (20 points), qualifications/certification (20 points), and references (5 points), totaling 50 possible points. Bidders must demonstrate appropriate certifications, with specific requirements for emergency services, including a four-hour response time and comprehensive documentation of expertise.
The RFP encourages participation from Minority and Women-owned Business Enterprises (MBE/WBE), incorporating these designations into the evaluation process. Contractors must maintain worker's compensation insurance and commercial liability coverage of at least $1,000,000, and provide Affirmative Action and Equal Employment Opportunity compliance documentation. The contract will cover MMSD's 55 buildings serving approximately 27,000 students across a 74-square-mile area, with compensation structured as a percentage of work cost and requiring detailed hourly rates for various disciplines including asbestos design services, supervisors and workers for asbestos, lead, and mold remediation, emergency services, demolition, moving, and general labor. The contract term extends from March 2023 through February 2026, with the district retaining the option to automatically renew for two additional years. While specific budget ranges are not explicitly stated, the comprehensive nature of services and district-wide scope suggest a potentially significant contract value that would be attractive to environmental services firms with extensive capabilities in hazardous materials management and facilities design.
