About this file
This is a Request for Proposals (RFP) issued by the Madison Metropolitan School District (MMSD) Building Services Department for environmental consulting and remediation services. The RFP seeks to award up to three services providers on an as-needed basis for environmental work including asbestos, mold, lead, and hazardous materials removal and abatement. Additional services requested include design services for heating and air conditioning, electrical, and architectural work to support the district's goal of achieving 100% renewable energy usage by 2040, as well as storm water management, civil engineering, exterior envelope projects, and roofing design and retrofit work. The proposal submission deadline was April 13, 2023, at 2:00 PM CST, with bid opening scheduled for the same date via Zoom. Vendor selection was estimated to be finalized by April 25, 2023, with Board of Education approval estimated for May 15, 2023, and contracts sent to vendors by June 1, 2023. The contract term extends from March 2023 through February 2026, with the district retaining the right to automatically renew for two additional years. The district operates 55 buildings serving approximately 27,000 students, with 32 elementary schools, 12 middle schools, and 5 high schools across a 74-square-mile area.
Compensation is structured as a percentage of the cost of work, with hourly rates requested for various disciplines including asbestos design services, asbestos supervisors and workers, lead supervisors and workers, mold supervisors and workers, emergency services, demolition services, moving services, and general labor. The RFP requires unit pricing for specific asbestos removal methods, waste disposal fees by tonnage for friable and non-friable asbestos, lead waste disposal by hazard classification, and mold disposal. Emergency services pricing is requested for both regular and after-hours response, with a four-hour response time requirement. Bidders must demonstrate appropriate certifications, with lack of certification serving as a disqualifier. Evaluation criteria include firm name and address (mandatory), MBE/WBE status (5 points), compensation/cost (20 points), qualifications/certification (20 points), references (5 points), names and registration numbers of principals (mandatory), signature (mandatory), and adherence to RFP format (mandatory), for a total of 50 possible points. All contractors must maintain worker's compensation insurance and commercial liability coverage of at least $1,000,000, provide Affirmative Action and Equal Employment Opportunity compliance documentation, and comply with Wisconsin state law and all applicable safety regulations.

Approximately 27,000 students, about 50% of which are minority, are currently enrolled in the Madison Metropolitan School District, making it the second largest school district in the State of Wisconsin. The District employs over 2,780 teachers, 145 administrators and 1,300 support personnel, plus more than 2,500 part time staff (including substitute teachers and summer recreation workers).
The MMSD includes 49 school buildings in a 74 square mile area that includes the City of Madison and all or parts of several surrounding municipalities, with 32 elementary schools (grades 4K through 5) 12 middle schools (grades 6 through 8) and 5 high schools, one of which is a small alternative high school (grades 9 through 12). The District also operates early childhood programs and alternative programs for middle and high school students as well as maintaining additional sites such as the Doyle Administration Building, the Maintenance/Food Service Building, the Mansfield and Lussier Stadiums, the Hoyt School, and the Affiliated Alternatives.
MMSD believes every school should be a thriving school that prepares each student to graduate from high school ready for college, career and community.
