The solicitation is open to all vendors without restrictions.
The scope covers evaluating, developing, implementing, and maintaining a comprehensive safety program across seven facilities totaling approximately 827,484 square feet: Cheshire High School, Dodd Middle School, five elementary schools, and the Board of Education office. The objective is compliance with Connecticut Occupational Safety and Health Administration (CONN-OSHA) regulations, applicable federal OSHA standards, and other applicable state and federal workplace safety regulations. Required deliverables include a district-wide compliance assessment, gap analysis report, corrective action plan, comprehensive safety manual, written OSHA-related safety programs, training curriculum and matrix, documentation templates, inspection checklists, electronic forms library, and annual compliance reports.
The selected consultant must demonstrate a minimum of ten years of professional EH&S consulting experience and include personnel holding Certified Industrial Hygienist (CIH) and Certified Safety Professional (CSP) credentials at minimum, with additional specialized certifications recommended. The district's separately contracted AHERA, Integrated Pest Management, and Indoor Air Quality/Indoor Environmental Quality inspection services must be included in the compliance analysis.
Proposals must include three fee components: an initial compliance (gap) analysis fee, a deliverables estimate based on gap analysis findings, and an annual recurring compliance consulting fee, plus hourly billing rate tables for personnel classifications and specialized services. The term is two years with up to three one-year extensions at district discretion, and annual contract pricing is guaranteed during the initial two-year term. Cheshire Public Schools may award partially by school or in its entirety and may reject all proposals.
Required insurance includes General Liability of $1,000,000 per occurrence and $2,000,000 general aggregate, Auto Liability of $1,000,000 combined single limit, Umbrella/Excess Liability of $1,000,000 per occurrence and aggregate, and Workers' Compensation at statutory limits.
Proposals will be opened publicly and read aloud at the deadline. Submissions go to the Office of School District Operations, Room 12, 29 Main Street, Cheshire, Connecticut 06410. Questions should be directed to Emily Taylor at etaylor2@cheshire.k12.ct.us with a copy to rclavet@cheshire.k12.ct.us. The preliminary notice of award is anticipated for November 27, 2026, with contract execution targeted for January 1, 2027.
