About this opportunity

The Florida Department of Health is requesting bids for environmental laboratory services to analyze potable water samples under ITB DOH26-001, with sealed bids due July 8, 2026 at 2:30 PM. The awardee must be an actively certified environmental laboratory listed on the Florida Department of Environmental Protection's Certified Laboratories List with NELAP certifications — a non-negotiable eligibility gate.

The scope encompasses daily sample pickup Monday through Friday (8:00 AM to 5:00 PM) and emergency analysis seven days per week including holidays at the Florida Department of Health in Collier County, 3339 Tamiami Trail East, Naples, Florida. Testing includes total coliform, E. coli, lead, nitrate, and copper using Standard Methods for the Examination of Water and Wastewater, with results reported within one business day of test completion and analysis completed within thirty hours of sample collection. The contractor must supply all required containers and testing kits. No subcontractors are authorized.

Pricing is structured on unit rates across five test categories: Total Coliform & E. coli (estimated 384 tests per month), Nitrate-Nitrate (1 per month), Nitrate (3 per month), Lead & other SM3113B Metals (3 per month), and Copper & other 200.7 Metals (1 per month), calculated across 36 months for the initial term. The initial contract term runs three years from August 1, 2026 through July 31, 2029, with an option to renew for up to three additional years subject to satisfactory performance and fund availability. All prices must be all-inclusive; shipping services such as UPS, FedEx, or USPS cannot be used for sample delivery. Failure to complete service tasks results in a 10% reduction of the monthly invoiced amount.

Award will be made to the responsive, responsible respondent offering the lowest grand total price, FOB destination. Written questions are due June 24, 2026 at 4:00 PM, with answers posted by June 30, 2026. The Department anticipates posting notice of intent to award on July 15, 2026. The contractor must maintain Workers' Compensation, General Liability, and Commercial Automobile Liability insurance and submit monthly invoices documenting deliverables. The contract is contingent upon annual legislative appropriation.
