About this file
This is Addendum #1 to an Invitation to Bid (ITB DOH26-001) issued by the Florida Department of Health, Division of Administration, Bureau of Procurement and Contract Administration, for Environmental Health Laboratory Services. The addendum addresses questions submitted by prospective vendors regarding the bid process and requirements for analyzing potable water samples. The ITB requires sealed bids to be submitted by July 8, 2026 at 2:30 PM, with the Department anticipating posting notice of intent to award on July 15, 2026. The contract term is three years from August 1, 2026 through July 31, 2029, with an option to renew for up to three additional years subject to satisfactory performance and fund availability. Services include daily sample pickup Monday through Friday (8:00 AM to 5:00 PM) and emergency analysis seven days per week at the Florida Department of Health in Collier County, Naples, Florida. Testing encompasses total coliform, E. coli, lead, nitrate, and copper analyses using Standard Methods for the Examination of Water and Wastewater, with results reported within one business day of test completion.
The addendum clarifies that electronic signatures are acceptable for hard copy submissions, eliminating the requirement for original ink signatures. Prospective vendors must be actively certified environmental laboratories listed on the Florida Department of Environmental Protection's Certified Laboratories List with NELAP certifications—a mandatory eligibility requirement. Pricing is structured on unit rates across five test categories with estimated monthly volumes, calculated across 36 months for the initial term, and all prices must be all-inclusive with no authorization for subcontractors. The contractor must supply all required containers and testing kits, maintain Workers' Compensation, General Liability, and Commercial Automobile Liability insurance, and submit monthly invoices documenting deliverables. Failure to complete service tasks results in a 10% reduction of the monthly invoiced amount. Award will be made to the responsive, responsible respondent offering the lowest grand total price on an FOB destination basis, contingent upon annual legislative appropriation.
