About this opportunity

Mt. San Antonio College is conducting a Request for Qualifications (RFQ) for on-call environmental document services to support campus construction, renovation, and infrastructure projects. The procurement seeks consultants to provide comprehensive environmental planning, analysis, and document preparation services from July 2025 through July 2026, with potential contract extensions for up to four additional one-year periods. Required services include preparing CEQA and NEPA documents, conducting environmental impact assessments, performing specialized studies such as noise, biological resource, cultural and archaeological assessments, air quality evaluations, site assessments, and historical resource investigations. The evaluation process will utilize a three-stage approach with proposals scored across six criteria: completeness, experience, references, staffing, proposed fees, and professional licenses. Key submission dates include a mandatory pre-proposal meeting on April 21, 2025, proposal submissions due by June 3, 2025, potential interviews on June 24, 2025, and an anticipated contract start date of September 1, 2025. Individual project assignments are expected to be less than $220,000, and the college reserves the right to award multiple contracts.

The RFQ does not specify specific set-aside designations or restrictions for disadvantaged enterprises. The procurement appears open to qualified environmental consulting firms with demonstrated expertise in environmental documentation and regulatory compliance. While no incumbent vendors are explicitly identified, the contract allows for on-call services with flexible project assignments. The overall contract structure permits the college to retain consultants on an as-needed basis, with no guaranteed minimum work volume. Potential consultants must possess professional licenses and demonstrate comprehensive capabilities in environmental planning and documentation. The total project budget for individual assignments will typically not exceed $220,000, and final contract awards may require Board of Trustees approval. The compensation structure will be project-specific, with payments based on the scope and complexity of each assigned environmental documentation task.
