About this opportunity
St. Tammany Parish Government is requesting proposals for environmental consulting services specializing in municipal water and wastewater utility operations management, with proposals due November 20, 2026 at 2:00 p.m. in Mandeville, Louisiana. Written inquiries are due November 10, 2026, with answers to follow by November 17, 2026.
The scope covers regulatory compliance consulting and supplemental staff training for the Department of Utilities, including LPDES and NPDES permit compliance, water quality standards, biomonitoring, mercury minimization programs, sewage sludge management, wastewater pretreatment requirements, regulatory reporting, compliance evaluation and inspection preparation, permit renewals, and internal compliance auditing.
The initial contract term runs January 1, 2027 through December 31, 2027, with four optional one-year renewals at the Parish's discretion. Proposers must submit hourly rates on an Attachment A format, with rates remaining firm for the contract duration. No overall contract value or budget cap is specified in the source.
Evaluation is weighted as follows: compliance with the RFP (15 points), understanding of the project (15 points), approach to the project (15 points), ability to perform within the stated timeframe (20 points), qualifications and experience of proposer and assigned personnel (20 points), and overall costs and fees (15 points). The lowest-priced proposer receives maximum cost points; others receive proportionate points. Oral discussions with proposers may be conducted at the Parish's discretion.
All required insurance coverage per Attachment D must be in place prior to work commencement. The Parish reserves the right to terminate for cause with thirty days' notice, for convenience with thirty days' notice, or for non-appropriation of funds.
