About this opportunity

The Massachusetts Executive Office of Energy and Environmental Affairs is issuing a Call for Expressions of Interest for the Environment and Climate One Stop (ECO One Stop) FY28 Grants Round, with EOIs due October 16, 2026 at 11:59 p.m. The formal Request for Responses will be posted to COMMBUYS in January 2027, with applications opening thereafter on the EEA Grants Management System and awards anticipated in summer 2027.

The ECO One Stop consolidates seven existing grant programs: Municipal Vulnerability Preparedness Action Grants, Coastal Resilience, Culvert Replacement–Municipal Assistance, Dam and Seawall Repair or Removal, Coastal Habitat and Water Quality, Cooling Corridors, and Land Use Planning Assistance. Eligible applicants vary by program but generally exclude private individuals and businesses. Each applicant may submit no more than two EOIs, except Regional Planning Agencies, which may submit up to four. The primary applicant organization should submit EOI forms.

Submission of an EOI is optional but strongly encouraged. EOEEA will provide detailed feedback on submitted EOIs between October and December 2026. Topic-specific informational webinars are scheduled for October 27, November 3, November 10, and November 17, 2026; an additional general informational webinar occurred on September 15, 2026. Complete eligibility criteria by program, application instructions, detailed deadlines, and evaluation criteria will be published in the full RFR announcement when posted to COMMBUYS in January 2027. Potential applicants may subscribe to quarterly emails about EEA resilience programs and contact ecoonestop@mass.gov with questions.
